AN ORDINANCE AMENDING ORDINANCE 423 TO ADD RESIDENTIAL AND COMMERCIAL SECURITY DEPOSIT SECTION Be it ordained by the City of Colman, South Dakota, that Ordinance No. 423 Be Amended As Follows: Section 1. The following rates and charges are hereby established and shall be payable for electric energy sold and capacity made available for municipal, industrial, commercial, and domestic purposes as follows:

RESIDENTIAL RATES: Single phase, nominal, 115/230 volt service available. Applicable to residential consumers for all uses, including electric home heating. If 200 Amp or greater service is requested, there will be a 50/50 cost share between homeowner and city. Service Charge $12.00 All KWH $0.10 SCHOOL RATES: Electric service available at single phase and three (3) phase at secondary voltage. Applicable to school consumers for all energy use to which other rates do not apply. Service Charge $50.00 Demand $16.75 KWH $0.059

SMALL COMMERCIAL RATES: Electric service available at single phase and three (3) phase at secondary voltage. Applicable to consumers for all energy use to which other rates do not apply. Transformer size 50 KVA and below. Service Charge $50.00 All KWH $0.10

MEDIUM COMMERCIAL RATES: Electric service available at single phase and three (3) phase at secondary voltage. Applicable to consumers for all energy use to which other rates do not apply. Transformer size over 50 KVA – 500 KVA. Service Charge $100.00 Demand $16.75 All KWH $0.059

LARGE COMMERCIAL RATES: Electric service available at single phase and three (3) phase at secondary voltage. Applicable to consumers for all energy use to which other rates do not apply. Transformer size above 500 KVA. Service Charge $500.00 Demand $16.75 All KWH $0.059

LARGE INDUSTRIAL RATES: Electric service available at single phase and three (3) phase at secondary voltage. Applicable to consumers for all energy use to which other rates do not apply. Transformer size above 1000 KVA. Service Charge $1000.00 Demand $26.00 All KWH $0.059 11.04.13 – Temporary Service and Fees.

The city will provide temporary secondary service at a new construction site with rate set by rate resolution schedule. All service is to be metered. Residential: Hook up fee $900.00 plus KWH used at current residential rate. Commercial: Single-phase hook up fee $900.00 plus KWH used at current commercial rate. Section 2. All ordinances, resolutions, or motions or parts thereof in conflict herewith are hereby repealed. The invalidity of any section, clause, sentence, or provision of this ordinance shall not affect the validity of any part of this ordinance which can be given effect without such invalid part or parts. Section 3. This ordinance is necessary for the immediate preservation of the public peace, health, safety, and support of the municipal government and its existing institutions, and shall take effect immediately upon the passage and publication thereof pursuant to SDCL 9-19-13. Section 4. Customers (persons or businesses) requesting utility service from the City of Colman shall furnish a security deposit in the amount of $400. The security deposit shall remain in possession of the City and applied to the final bill. Any remaining amount due the customer shall be mailed to the forwarding address. The customer will be responsible for usage billed until notification has been made to the City office of when utility services are to be disconnected from the account holder’s name. Section 5.

This ordinance shall be in full force and effect as of the May 2023 meter readings.
